Քլարա Մովսիսեան-Ռուսեանը ծնած էր Հոկտեմբեր 28, 1914-ին, Խարբերդի Եղէգի գիւղին մէջ: Անոր մայրը՝ Հայկուհի Էքմալեանը փոխադրուած էր Հիւսէյնիկ եւ ծառայած էր կրթական բնագաւառէն ներս, իբրեւ ուսուցիչ: Իսկ հայրը՝ Միացեալ Նահանգներէն ժամանած Նշան Կէօչիւտեանն էր, որ վերադարձած էր Հայաս
